Instructions
In a small bowl, whisk together cumin, oregano, chili powder, garlic powder, and onion powder.
Preheat your oven to 350°F (175°C).
In a skillet, heat olive oil over high heat. Sauté the chopped onion for about 2 minutes, then add garlic and cook for another minute.
Add ground beef and the spice mix. Cook for about 2 minutes, breaking it up as it browns.
Stir in the refried beans and cook for an additional 2-3 minutes until combined and thick.
Pour a layer of enchilada sauce into a 13x9 inch baking dish.
Spread about 1/3 cup of the beef mixture across each tortilla, roll tightly, and place seam side down in the dish.
Pour remaining enchilada sauce over the rolled enchiladas and top with shredded cheese.
Cover with aluminum foil and bake for 15 minutes. Remove the foil and bake for another 10 minutes until cheese is bubbly.
Garnish with chopped cilantro before serving.
