Preheat your oven to 350°F (175°C) and grease an 8x8-inch baking dish.
In a medium bowl, combine sugar, flour, cocoa powder, salt, and baking powder. Whisk well.
Add eggs, vegetable oil, vanilla extract, and water to the dry mixture. Stir until smooth.
Reserve about 1/4 cup of the brownie batter in a small bowl for later.
In another bowl, beat cream cheese with 1/4 cup sugar, 1 egg, and 1/2 teaspoon vanilla extract until smooth. Add neon green food coloring until desired color is achieved.
Pour the brownie batter into the prepared baking dish. Spoon the cream cheese mixture over the brownie batter.
Drizzle the reserved brownie batter on top and gently swirl with a knife to create a marbled effect.
Bake for 30-35 minutes or until a toothpick comes out clean. Allow to cool before cutting into squares.

Store brownies in an airtight container for up to a week. They can also be frozen for up to three months.
