If using frozen meatballs, cook them according to package directions. For homemade, combine ground meat with breadcrumbs, egg, and seasonings, roll into balls, and brown in a skillet.
Prepare mashed potatoes by peeling and boiling potatoes until fork-tender, then mash with butter and milk. Season with salt and pepper.
In a saucepan, warm the brown gravy over low heat.
Preheat oven to 350°F (175°C). Grease a baking dish. Layer cooked meatballs at the bottom, pour gravy over them, and spread mashed potatoes on top. Sprinkle cheese over the potatoes.
Bake uncovered for 25-30 minutes until cheese is bubbly and golden.
Let cool for a few minutes before serving.
