  • Melt the butter in a small saucepan over medium heat.
  • Add minced garlic and sauté for about 1 minute until fragrant but not browned.
  • Sprinkle in all-purpose flour and stir constantly for 30 seconds to form a roux.
  • Gradually pour in milk while stirring continuously to avoid lumps. Whisk for about 1 minute.
  • Add salt and black pepper, stirring well to combine.
  • Add grated Parmesan cheese and stir until it melts smoothly into the sauce.
  • Allow the sauce to simmer for about 5 minutes, stirring frequently, then remove from heat.
